Status of this page
This page explains the enquiry and acceptance process. It is not a contract or adopted standard terms. No draft contractual clauses are offered for acceptance here. Viewing the site or making an enquiry does not create a commission.
Before a commission is accepted
Before accepting payment, Optarus must confirm the defined question and intended use; receipt of required client information; access to relevant primary and corroborating sources; understood data gaps; an achievable delivery date; capacity for independent source, editorial, formatting and publication checks; and satisfactory written contracting terms and commercial protections. If an essential condition fails, the commission must be declined or narrowed before payment. Findings are not invented to meet a quoted scope.
Scope and feasibility
VTRA is a pilot assessment available by enquiry. MICA and the Regional Commercial Exposure Brief are scoped introductory services, subject to accessible lawful evidence and delivery feasibility. No commission is automatically accepted. Fictional demonstrations show presentation only; they do not establish commercial validation. The written scope must identify the question, intended use, exclusions, deliverable and intelligence cut-off. No length, turnaround, particular map, complete vessel history or intelligence finding is guaranteed.
Information and sources
The assessment depends on sufficient lawful, accessible sources and required client information. Gaps must be disclosed, not filled by assumption. Optarus does not offer proprietary AIS feeds, continuous vessel tracking, 24-hour watchkeeping, guaranteed satellite collection, dedicated HUMINT networks, privileged government intelligence, navigational instructions, sanctions clearance, insurance determinations or safety certification. These are not optional extras.
Delivery and review
A delivery date can be agreed only after feasibility and review capacity have been checked. Work is analyst-led and AI-assisted. There is no continuous monitoring or automatic reassessment. Any later discrete assessment needs a new feasibility check and written scope.
Indicative fees and payment
One-off commissioned work. No subscription required. Scope, evidence availability, deliverable, fee and timescale must be agreed in writing before engagement.
Cancellation arrangements
Applicable cancellation, postponement, refund and statutory-rights information must be settled in the written engagement before payment. This page does not introduce new cancellation terms.
Information handling
Do not send highly sensitive material by ordinary email before agreeing an appropriate transfer method. Relevant privacy information is available in the Privacy Notice.
Permitted use
The intended audience, permitted circulation and any source-material restrictions must be addressed in the written engagement. This page does not create a new licence.
Decision-support boundary
Optarus provides contextual analysis, not professional legal, sanctions-clearance, insurance, navigational or operational advice. Decisions remain with the client and competent responsible parties. Read the Analytical Disclaimer.
Commercial protections before payment
The owner must confirm the contracting party, applicable jurisdiction, liability arrangements and relevant professional-insurance requirements before accepting an engagement. These matters remain subject to owner and appropriate professional review. This page does not assert insurance cover or create a liability cap, indemnity or governing-law clause.
