Clarity at the edge.
Independent, decision-focused intelligence across maritime and commercial risk, regional conflict and exposure, and humanitarian access and logistics.
Across the Red Sea, Gulf, Horn of Africa and connected corridors, the margin between routine operations and material disruption can narrow quickly. Decision-makers do not need more undifferentiated reporting. They need to know what changed, why it matters, how confident the judgement is, who may be exposed and what to watch next.
Optarus Risk & Intelligence was created to meet that need. It is an independent, analyst-led intelligence service built around focused coverage, explicit evidence boundaries and decision-relevant judgement.
We assess three connected areas: maritime and commercial risk; regional conflict and exposure; and humanitarian access and logistics. The work connects changes in threat, geography, infrastructure, operating capacity and regional networks to their practical consequences for shipping, insurance, energy, supply chains and humanitarian support systems.
Specialist coverage
Our core attention is the Southern Red Sea, Bab el-Mandeb, Yemen and connected Gulf, Horn of Africa, commercial and humanitarian corridors. The service is deliberately concentrated rather than superficially global.
Evidence to judgement
Confirmed facts, attributed reporting, analytical assessments and unresolved hypotheses are kept distinct. Confidence and intelligence gaps remain visible.
Consequence first
Analysis is connected to commercial exposure, warning time, route flexibility, humanitarian access, logistics capacity and the decisions maritime, regional-risk or humanitarian users may face.
Observation. Orientation. Resilience.
OPTARUS is a coined name chosen to evoke clear observation, operational understanding, strategic options and the resilience required to navigate uncertainty. It is not presented as a literal classical-language derivation. Its meaning is defined by the work: seeing change early, orienting the decision-maker and preserving clarity when the operating picture becomes contested.
Stephen J. Taylor
OPTARUS is led by Stephen J. Taylor. His approach combines practical experience of security, investigation, risk assessment, client-facing operations and independent business with structured training in open-source intelligence and intelligence analysis.
Research and production are analyst-led and AI-assisted. AI supports collection, comparison, extraction, hypothesis testing and drafting; it does not determine confidence, approve allegations or make the final analytical judgement. External release requires a recorded human review of sources, attribution, analytical challenge and final wording. AI-assisted research and document production do not establish intelligence accuracy.
The aim is straightforward: produce work that is disciplined enough for professional scrutiny, concise enough for time-sensitive decisions and honest about what the evidence can—and cannot—support.
