Commissioned humanitarian analysis

Humanitarian Access & Logistics

Commissioned open-source assessment of humanitarian access, logistics, infrastructure and operating conditions in complex environments.

The service answers a defined client question about the systems between available assistance and effective delivery. It examines observable constraints, dependencies, vulnerabilities and indicators without presenting Optarus as an aid organisation or operational response provider.

Possible outputs

Three routes into a defined requirement.

Humanitarian Access Assessment

Conflict and access constraints, relevant authorities, border crossings, roads, security conditions, administrative restrictions and likely near-term changes.

Humanitarian Logistics Exposure Brief

Transport routes, ports, airports, fuel, warehousing, reception infrastructure, supply dependencies and disruption exposure.

Displacement & Reception Pressure Assessment

Population movement, reception capacity, accommodation, health and service pressure, onward movement and indicators of further deterioration.

Assessment focus

Operating conditions rather than events in isolation.

The final structure follows the intelligence requirement and available evidence. It may examine whether organisations can enter, establish, move, obtain access, reach affected populations, deliver and sustain activity under changing conditions.

  • Defined intelligence requirement

  • Authorities and access constraints
  • Logistics and infrastructure dependencies
  • Capacity and vulnerability
  • Regional and commercial interaction
  • Alternative explanations and intelligence gaps
  • Confidence in key judgements

Capability boundaries

Independent open-source assessment.

Assessments use information lawfully available from public and open sources up to a stated intelligence cut-off. Relevant client-supplied information may be incorporated where agreed and lawfully usable.

Optarus does not claim field presence, privileged government or humanitarian access, live operational tracking, proprietary satellite or geospatial feeds, guaranteed current access status, or control over humanitarian operations.

Where relevant and supportable, assessments may include verified geographic-reference material using suitable real-world basemaps. Mapping is not guaranteed as a standard technical deliverable.

The service does not replace organisation-specific security, legal, medical, safeguarding, programme, logistics or access planning and does not tell a client whether it should deploy, enter an area or conduct a specific operation.

The final scope, deliverable, timescale and fee are confirmed before engagement. No automatic checkout is used.

One-off commissioned work. No subscription required. Scope, evidence availability, deliverable, fee and timescale must be agreed in writing before engagement.

Do-no-harm control: Optarus will not publish or reproduce sensitive live movements, vulnerable-person data, unpublished shelter locations or operational details that could increase risk.
